Explanation: enfants d'appliquer son droit de garde physique (en lui confiant les enfants)
denying the legal custodian a concrete, physical custody is a crime since the judge decreed he was in charge of the children
hope it may help
Explanation: What you are asking is for an explanation of legal terms and issues. Depending on the country where your document was drawn up, the meanings of those terms and the implications behind any explanations may be extremely important. A lawyer familiar with the area of the law in the country concerned is in a better position to explain and advise as to meaning.
Never the less, what is happening is basically as follows :
A court has made a child support order (1) adn that same court has decided that you wrongfully denied (2) the legal custodian (3) his/her apparent right physical custody (4) of the children.
(1) child support order (DCS?) = decision made by court about who must pay money for food & clothing etc., of the children ;
(2) you wrongfully denied = you did not allow, or refused, to let something happen AND that you did not have the right to refuse ;
(3) the legal custodian = the person who has custody (generally means, the person who looks after the children*)
(4) physical custody = the physical "control" of the children at a particular moment in time
* care and custody are two separate things under English law
I have no US legal training nor experience and have no idea about how reliable this source is. But from a common sense point of view, it looks sound.
