Explanation:
I would have to agree. This is obviously the acronym for the said organization. If it's a US bureau, then there exists no official translation. I would go with an unofficial translation in brackets (for the first occurence), followed by (CIB) in parentheses. Afterwards, simply state the acronym. Placing brackets at every occurence will simply make the text more difficult to read.
