"Be it known" means something like the parties know already the facts that follow. These build the basis of the contract. To be sure, they prescribe these evident things in the begin of the contract.

"Étant préalablement exposé que" means the same thing, only using different words. It means that they already knew some facts before. I guess i am explaining too much already :-)
