Pour le "no EPA" I might have to take back what I said.
My understanding of the article linked to below is that if "H&L Performance" is a manufacturer of "certified engines" and if the chopper is built by a small shop with the certified engine without modification, EPA testing and certification is not required. This explains "We didn’t have to register the bike".
