We need to know a lot more of the background in order to pinpoint this term effectively.
'instrument panel' (often aka 'instrument cluster') usually means the group of dials etc. that include the speedometer, tachometere (if fitted), temperature and other gauges, various warning and indicator lights, etc. These are often grouped together in a separate section of the 'dashboard', and may well have a different substrate.
As for 'bezel', we need to know if this is an individual bezel for one instrument (or each of them), or if it is in fact referring to the panel as a whole (possible, though not really a very accurate use of the term!)
Also, it's hard to see how it might be 'mesh' finish — as JL says, you really need to ask the client, go and see it on an atual car, or at least try and find a photo on the 'Net — 'mesh' can mean so many things, most of them translated by differing terms in FR.

Il faut poser la question au client (Dodge), ou aller chez un concessionnaire pour regarder le tableau de bord (ou une photo).
Mais enfin, on peut supposer que c'est une finition du type guilloché. Quant au "I.P." qui précède, mystère et boule de gomme.
