It is not necessary to add (de ville) after le conseil but this is what is meant. You could also say "le maire sert de chef au gouvernement" depending on the context!

Explanation:
City Government should be translated as Conseil Municipal and not as gouvernement. According to the French law (loi P.M.L) the maire of Paris is the "Président du Conseil de Paris et du Conseil Générale"

Explanation:
I agree with the second answer. Be careful, "gouvernement" can only refer to the French government, headed by the Prime Minister (premier ministre), i.e., Jospin. In France, cities are governed by "conseils municipaux", headed by mayors. Large cities have one mayor per "arrondissement". The city of Paris has a special status since the law of Dec. 31, 1982, with its own mayor, on top of the "maires d'arrondissements". See the site below.
