Explanation: I think that the insurance company wants to compare what the situation of the business was before "the (insured) incident" took place with what it would have been later if the incident had not happened. They can thereby decide how much the business has lost because of the event. This refers to the situation in terms of gross profits and continuing or extra expenses.
I would translate it with something like: "En vue de déterminer les profits bruts ainsi que les dépenses (...) on devra considérer la situation du commerce avant l'événement sous contrat d'assurance (ou lévénement assuré)..."
