It is important in this context to translate methodology (in english in the source text) by method.
The source text is making the usual confusion made by most between what is "methodology" and what is "a method".
Methodology definition is: the formal study of different methods and comparative assessment of different methods.
Method definition: a specific procedure to carry out something.
You find in methodo-logy the suffix logy meaning science of, as in Archaeology, psychology etc... the science of the psyche etc...
As far as the source text above the usge of the computer-assited tools to document XXX represents a method, not a methodology.
...and the World Bank has before been proven not to be faultless in their wording. My personal opinion is whenever possible -i.e. remaining wihin the perimeter of the source text-let's not spread confusion.
