Explanation:
Both are used and both are good. "Heure du Centre" tends to be used when you specify "Heure normale du Centre" or "Heure avancé du Centre", since "Heure normale centrale" would be a bit awkward... Otherwise, the expression "Heure centrale" seems easier to use.

But I disagree with Yolanda on the term "heure normale". You could also be talking about "heure avancée". When there is no indication, just translate it without specifying. This means that the period of time you are talking about is probably so close that specifying would be an overkill (unless of course it is close to a time change) and people know what you are talking about.
