Explanation:
"Top-down" is a very common expression in political contexts. It means that the decisions are taken from those in power and imposed on those at lower levels of authority, government, etc. It is a widely-used term in the environmental field in which I'm working. The opposite is "bottom-up". Environmentalists often talk about "bottom-up and top-down approaches". By top-down approaches they mean that decisions must be taken according to the needs of the man on the street, by the people, that they must not be imposed on them by those in power. That's part of the so-called Local Agenda 21 process. I would translate it "de haut en bas" in French.
