Explanation:
This is to do with professional ethics. Contingency fees One of the bugbears of liberal professions controling bodies in the UK. I use the example of a lawyer (here Canada), but the same is true of accountants in the UK, or at least used to be...when I was working in professional ethics. The smae issue is also relevant for other professions. Rules differ greatly between countries and states.

A contingency fee : payment to a lawyer only if the case is won. Payment of his fees is contingent upon success. They are illegal in the UK but comon in other countries such as the US. (Never the less, conditional fee arrangements are permitted for cetrtain limited categories of cases, generally referred to as « no win, no fee ». In such cases, the basis fee charged will be higher because of the risk involved).

NOTE : Whilst "accord d'honoraires conditionnels" found without difficulty, no close equivalent for "NON-contingency" basis.

Also note the UK differentiates between contingency and conditional fess... and that the Canadian rules use the word "conditionnel" - interesting!
