here the “commissioning” done by the drilling consultant involves more than simply selecting a contractor on behalf of the oil company that's employing him, it includes also negotiating all the fine points of the contract, and probably also determining the selection criteria and the requirements of the contract before even starting the selection process. To make a parallel, if you're selecting a tour package for your own holiday, all you can do is "choose" between what's available on a "take it or leave it" basis. When you are working for a tour operator and selecting hotels and charters on behalf of few thousands individual tourists, you do far more than simply "choosing" - you're the one telling them what they have to offer if they want to be listened to. This consultant was more doing that, than simply "choosing" ready made offers.
