IOW HERE it's not about the legal basis for occupying the property (ownership, renting etc ...) which is another possible meaning.

... that might well be in fact the intended meaning IF you take into account the other question that is also about "tenure", and very likely to be under the same title:


it would confirm my first impression, that here "tenure" is not only used in the sense of "how long have you been living there?" but also about "on what legal grounds?"

"mode de possession / occupation (?) du logement" (établir / évaluer / enquête sur / constater l'état des faits concernant / ...)

  -> given more context - the other related question - the intended meaning is clearer./"mode de possession" is surely one meaning but not THE meaning - it's often used as a shortcut for "length of tenancy" (as usual, context can twist meanings )
