For a new Oracle installation, uncomment the line in databaseinit.ora., which specifies the rollback segments by removing the leading #.

Explanation:
in most of the script files, you can choose to to transform a line in a comment (by putting # in front of the line): the result is that the line will not be read by the program running the script, thus rendering the line ineffective.
When a script is passed from one user to another, or downloaded in .zip format, some vital lines are commented. Before using the script, the user must open the file and uncomment the line (by removing the # in front of the relevant line) or the cript will not run correctly (or not at all).

note (this is true for scripting programs as varied as .ora .vb .pl .js etc..., but they do not all comment with #, it can be with <--, or any other trick)
