There are quite a number of relevant Google hits where they contrast labour INtensive and EXtensive, for example:

Renate Wolff, Heinz-Peter Wolff: Small Credits for Rural Women ...Labour demand and parameters of economic success allowed for a significant distinction between labour-intensive and labour-extensive activities. ...

So I don't think you need have any doubt about the meaning of the term, all you now have to do is find the right translation!

Here's one of a surprising number that don't actually translate it at all, but explain it (though the agricultural context here wouldn't of course be relvant for your context!):

Here's one that uses "à haute intensité de main d'oeuvre" for "labour INtensive", so at worst maybe you could use "à faible..."

neutral  writeaway: as I saw, most (of the few) references to labour-extensive are on non-Anglo sites. but if you can find an interpretation for it in the context posted, be my guest ;-)
