The recent guidelines on Internal Controls issued by the Institute of Charted Accounts of England and Wales (ICAEW) requires all public listed companies, from 23rd December 2001, to declare what internal process exist to protect the company against all risks, both tangible and intangible.

I think the spelling is wrong (I used to work for the ICA Scotland). As this is an association, I wouldn't translate it, but add either a translator's note or an explanation in parentheses (professionelle Vereinigung der Wirtschaftsprüfer in England u. Wales) or similar.
