I was not able to find a "Wertpapiergesetz" as such, it could be your author means one of the above. The Securities Trading Act = Wertpapierhandelsgesetz (WpHG) is in the news a lot now because it covers insider trading.

Although I might in the end choose another suggestion I found your answer overall the most informative. Since the company is one of the brand new Internet enterprises Wertpapierhandelsgesetz could be a feasible option. At least I know now how to phrase my question!
