"highly rated" could mean both "erstklassig/Hohe Bonität" or hoch bewertet. From the context it should be "hohe Bonität" though. "bonds" are "festverzinsliche Wertpapiere".
"Durchschnittliche Verzinsung" is an alternative to "Sparbuchverzinsung" which is too narrow in its meaning.
