A "public offering" = "öffentliches Zeichnungsangebot" = "zur öffentlichen Zeichnung aufgelegte Emission zur Kapitalbeschafung" carried out to provide additional funds for an already established corporation. In other words a "Kapitalaufstockung/Kapitalerhöhung" = "capital increase".

It could also be though, that your author is being dangerously concise or just plain sloppy. The expression "public offering" in the sentence:

"The company executed a successful public offering"

could mean more than just any old "public offering" = "öffentliches Zeichnungsangebot".

The corporation or someone writing about the corporation might be using this sentence to talk about a successful (the share subscription price was high enough to satisfy the corporation) IPO (INITIAL public offering).
