A good example for this is Gibraltar: despite being a part of the Iberian peninsula (and thus the Spanish mainland), thanks to its favourable tax laws (with low corporation/income tax, plus caps on the tax burden) it is an 'offshore location' for many UK businesses and individuals.

Explanation:
When I see the word offshore, I think of setting up a business where the tax laws or other regulations are less strict. A Google search for offshore location brings up the Isle of Man, Guernsey, Bermuda, and even *Sealand - the man-made platform in the North Atlantic that has no data restriction laws and has become a haven for e-commerce operations.* Although I agree with the others that offshore can simply mean abroad, I believe the term is currently charged with the haven connotation. I agree with GSSG that the spirit of the word is important here. I also realize that ablandig is mainly used to describe the direction of the wind. But this may be a case where an English word becomes Germanized. See the URL below for an example of the German use of ablandig for a direct translation of offshore as a business location.
