If they say that the S&P index "was off", it means, it didn't fulfil a certain mark, like they maybe expected 1180.00, but it only went up to 1178.77. I guess to translate it into German and without having a target figure, the second expression "blieb mit (figure) hinter den Erwartungen zurück" is the better choice.
