English term or phrase: the "sluggish" economic climate
BEA Systems fell 4.5 per cent to $17.76 after the software company’s quarterly results beat Wall Street estimates. However it warned that third-quarter profits would decline due to the sluggish economic climate.

verhaltene Konjunktur
Explanation:
Alternatively you could use "...aufgrund des verhaltenen Konjunkturklimas."

[IMHO the original text needs some editing, too - given that the negative outlook must be the explanation for the falling share price (despite better results compared to analysts' projections), I would probably link the two sentences.]

(schwierige) stagnierende Wirtschaft(sbedingungen)

Explanation:
You can either opt for "stagnante Wirtschaft", or, if you want a more German approach (and a more correct term) "schwierige Wirtschaftsbedingungen".

flaue Konjunktur

Explanation:
I find the usual term for economic climate or economic situation seems to be Konjunktur. My Collins German-English dictionary suggests "lustlos" or "flau" for sluggish. In any case, the adjective has to express the idea of something slow-moving and lacking in dynamism.
HTH.
