Explanation: I can imagine that the text refers to measures of transportation on the surface of Earth - in contrast to Subways for example.
I as Native Speaker of German can't imagine a German term involving the literal translation "Oberfläche"(surface), so I recommend using the adjective "oberirdisch" - something above Earth's surface.

The trouble with the term "Seetransport" or "Seeweg" is that those terms technically do not include transportation on inland waterways, which is an integral part of "surface transportation". Technically "surface transportation" is everything except air transportation.
