Explanation:
I can imagine that the text refers to measures of transportation on the surface of Earth - in contrast to Subways for example.
I as Native Speaker of German can't imagine a German term involving the literal translation "Oberfläche"(surface), so I recommend using the adjective "oberirdisch" - something above Earth's surface.

Hamblock/Wessels – Großwörterbuch Wirtschaftsenglisch:

"Transport auf dem Land- und Seeweg"

Vollmers & Vollmers Wörterbuch für das Transportwesen:

"Land und/oder Seetransport"

The trouble with the term "Seetransport" or "Seeweg" is that those terms technically do not include transportation on inland waterways, which is an integral part of "surface transportation". Technically "surface transportation" is everything except air transportation.

Another widely used alternative is "Bodentransport" as at these sites:

"Bodentransport" has two drawbacks however:

1. it doesn't always include water transportation

2. it often is used to refer to the transport of "Boden" = "earth" and could therefore be confusing

My own non-native speaker suggestion would be to use one of the above translations from Hamblock/Wessels or Volmers and change "See" to "Wasser"

Hamblock/Wessels – Großwörterbuch Wirtschaftsenglisch and Reinhart von Eichborn – Der kleine Eichborn, show both "Wassertransport" and "Wasserweg" as accepted business German terms.
