I guess, "Gemeinnutzung" could be all right in your context.

Since fixed costs are duplicated in many different entities, it is possible to have those entities sharing the same resources and thus help each other reducing the fixed costs.

Maybe "Potential zur Gemeinnutzung" for "mutualisation potential"?

I might be wrong about this, but it does make sense.
