Die Verwendung von "confirmed" lässt mich hier eher an eine vorher abgegebene Prognose/Vorhersage denken, die jetzt laut Kontext erfüllt/bestätigt wird. Möglich wäre auch noch "(Ziel)vorgabe". "Richtlinie" passt hier m. E. überhaupt nicht.
