It refers to computer programs that are crucial to providing products and/or services, as opposed to those which are just nice to have. E.g. for a translator, a word processing application would be \"business critical\" b/c you can\'t really work as a translator without one. OTOH, accounting software may not be business critical for a translator but nice to have.
