Explanation:
For machines, cycle means to run it up to speed (or to operating conditions) and then to shut it down again. This, in your case, would heat up the boilers and pipes and then cool them down, leading to thermal expansion, stress, etc.

It is usually better to get a machine running and just let it run. Thus it stays at a single temperature.

The entire sentence is a bit off, the way I read it.
