Es geht eigentlich um einem Unternehmer im Rahmen eines Bauvertrags auferlegte Test. Die Tests betreffen die Bereiche Fassade, Glaskonstruktion, Stahlkonstruktion, Beleuchtung, etc.
Bei Stahlkonstruktion steht nun folgendes:

Nun meine Frage: Würdet Ihr "as far as there is no general admittance by... auch so verstehen, dass der Unternehmer die angegebenen Materialien zu verwenden hat, solange oder soweit keine allgemeine Zulassung seitens der Bauaufsichtsbehörde besteht? Wenn ja, was für eine allgemeine Zulassung soll damit gemeint sein??

Ich verstehe das so:
Wenn es von der Bauaufsicht keine Freigabe/Zulassung für andere Kabel/Spezifikationen... gibt, dann werden standardmäßig die genannten verwendet (Zinc coated steel cables, Stainless steel cables). Damit andere Kabel zugelassen werden können, müssen Sie wohl die in der angegebene Vorschrift genannten Testkriterien erfüllen.

I think this is the common expression in German for anything permitted to be used, in this case in building construction, in accordance with standards normally expressed with a DIN number. It looks to me as if you are doing a back-translation, as the English reads to me just like a stupid, word-for-word translation out of a German original building specification....
