... stellt die politische und ökonomische Macht jener in Frage, die einen Wandel herbeiführen können ...
oder eher (was ich logischer finden würde, aber eben nicht wirklich so da steht):
... fordert jene heraus, die über die politische und ökonomische Macht verfügen würden, um einen Wandel herbeizuführen ...

Ich bin mir nicht sicher, wie ich das hier verstehen bzw. übersetzen soll. Danke für eure Kommentare!
