Das ist ein schwieriger Fall, denn der Ausdruck kann eigentlich im Deutschen nur durch Umschreibung wiedergegeben werden. Etwa: "andere als staatliche Beschaffungsprogramme". Wenn man aber genauer hinsieht (siehe besonders die erste folgende Definition), sind das Programme die man anderswo wohl mit "staatlichen Untersützungsprogrammen" beschreiben könnte. Die Finanzierung erfolgt hier nicht durch den Staat direkt sondern indirekt über eines der "Federal Assistance Programs" (bundesstaatliche Hilfs- oder Unterstützungsprogramme).

A Federal nonprocurement program is one involving Federal financial assistance provided to recipients and, if applicable, subrecipients. Any procurement under such a program is done by a recipient or subrecipient of the Federal assistance, not directly by the Federal government.
