"notice" im Sinne von Meldung könnte sich darauf beziehen, dass die SEC Kenntnis von der Firmenkonstruktion hat und sie behördenintern unter einem bestimmten Status vermerkt (registered on the basis of a notice/of knowledge), während "registration" alleine die formelle, schriftliche, öffentliche Eintragung ist.
