all of the above :-)

IMO - to encounter can sowohl selbst erfahren, beobachten oder in etwas verwickelt sein bedeuten. Kenntnis haben trifft nicht den Grad an "Beteiligung" von encounter, deckt aber die Opfer- sowohl als die Zeugensituation ab.
