A boat crowded with Haitians tries to illegally enter America and is stopped by the American Coast Guard. The Officer asks the boat owner where he's headed. His answer is "Miami". Then the Officer wants to know whether he has docking papers. The answer is "No". (The crew of the Coast Guard is not allowed to enter the Haitian boat because they first need a Statement of No Objection.)

What kind of "docking papers" could be meant?
