In einem offiziellen Dokument, muss HK ID card uebersetzt werden oder kann der Name des Dokuments auf Englisch stehen bleiben ( denn es gibt keinen HKer Personalausweis mit der Nummer)

Explanation:
I would leave it in English and add an explanatory note either before or after the English term, i.e. "der in Hongkong geltende Personalausweis, die Hong Kong Identity Card", or "Hong Kong Identity Card (für HK erforderlicher Personalausweis)" or some such. An alternative term would be Lichtbildausweis, which of course, presupposes that this is a photo ID (which would be quite likely). Or just "Ausweis" might also be an option. Identitätskarte sounds too translated to me; German tends to use Ausweis / sich ausweisen.
