I have such an intellectual property management/docketing software myself. I would translate it as Terminsueberwachungs-Software because this kind of software monitors all deadlines that need to be observed for filings with the U.S. Patent and Trademark Office and it also calculates these deadlines on its own once you enter certain data. The software (at least the one I have) also "manage" other aspects, like litigation, licensing or, e.g., standard letters to the USPTO and to clients and has the ability to produce them on certain dates if pre-programmed to do so.

But your context talks about "Intellectual Property Management & Services". So I think they are registering things. A docket is a condensed statement, summary, or abstract of other documents (Webster's).
