Ich suche nach einem juristischen (oder juristisch anmutenden) Begriff für "recalcitrant" im Sinne des FATCA in diesem Zusammenhang:

Eine gewisse Chance, dass das auch juristisch Bestand hätte, solange die Vorgaben nicht in Frage gestellt würden - Begriffe wie 'widerspenstig' hätten da wohl kein langes Überleben.
