Although there's is not that much context, it seems clear, that there is an ironic undertone in the phrase. The person who wrote it criticises both the expensiveness and the dresscode of the restaurant, but most of all (s)he mocks the sort of person who is willing to put up with it. In the translation, this is expressed by the word "wohl", with which it is mockingly assumed, that someone, who is stupid enough to pay these prices, will also be a person who doesn't object to being dictated what to wear.
