English term or phrase: registrar
This time, he is an official at the University (of Melbourne). Along with the Vice-Chancellor, he gets to sign the diplomas. I've no idea what else he does. What would he be called in German? Thank you!

Acc. to Muret-Sanders, the registrar at most American and Canadian universities is a Registrator in German, or "Höchster Verwaltungsbeamter an den meisten britischen Universitäten" (not much of a title...)

I know from personal experience at an American university that the registrar deals with everything and anything that has to do with a student's registration, classes, grades, etc. A fairly complete list of the registrar's duties can be found at
http://www.stanford.edu/dept/registrar/

(which, of course, still doesn't give you a German equivalent).

I did get some hits on Registrator +Universität, among them
mitglied.tripod.de/eratonet/de/Keynes.htm

Since it is a title and there does not seem to be a direct equivalent, you might wish to leave it in English.
