English term or phrase: Enter Texarkana native H.R.P. who donated ...
description of a theatre

German translation:der in Texarkana geborene Henry Ross Perot, der ... spendete
Explanation:
Because of lack of context, the "Enter" doesn't make sense to me. I wouldn't translate like Mats, because it could also mean "Geben Sie ein" or "Tragen Sie ein", and there is an "s" missing. To translate like Mats, it should be "Enters ...".

I assume that H.R.P. stands for Henry Ross Perot, the politician born in Texarkana, which is a Texan town at the border to Arkansas..

erschien auf der Szene

Explanation:
"enter" is a metaphor taken from the theatre world or more precisely stage directions on a play. It means that a (new) character appears on the scene. Could be translated as "erschien auf der Szene" or "machte seinen Auftritt" if you want to stay in the same field

agree  Mats Wiman: Agree very much, but why in past tense?

-> just because in German it is less common to use the present tense for something that happened in the past
