From what I can see here, we're talking about paper that has been coated with a special material, that allows "scratching off", such as cards for competitions, games, fragrance adverts in women's magazines etc. In Germany, these are known as "Rubbelspiele", so I would suggest the coating is a "Beschichtung". It is made from a kind of rubber (hence the term "rubbeln".

If you could provide more context, it wouldbe easier, where the "on and off" bit comes in.
