"Hands off" means no intervention, and the term is often used in the context of hands-off management.
Schäfer, Wirtschaftswörterbuch, 6. Aufl., gives "interventionsfrei".
For hands-on management, Schäfers Management & Marketing Dictionary gives "straffe Unternehmensführung". If the hands off refers to management (which I think it might, but it's hard to tell from just one sentence), you might use s.th. like
Im Hause X. herrscht eine Politik der lockeren Unternehmensführung.
Nichteinmischung and Laissez-faire also came to mind, see if those terms will work within your context.
