Explanation:
If you right-click on a folder, then what appears is
the 'Kontextmenü' (context menu), is it not? And this is a way, indeed, to delete the folder. That's why I think, 'panel' is just an alternative word for 'context menu'.

Just adding my 2 cents' worth-

Microsoft's Win2000 glossary does not list "folder panel", but the previous answer is correct, it's the left-hand side of the Explorer window that lists the various folders. I'd suggest using Ordnerliste - it's clear and concise.

I'd also use Ordner rather than Verzeichnis since Ordner is the term being used in the newer versions of Windows.
