Explanation:
Usually, in arrears means that something has not been paid up, in Zahlungsverzug or Rückstand, and the interest would be charged on the amount in arrears. But that does not seem to apply to the sentence you give, that does not make sense.
Would "rückwirkend" work? I can imagine a scenario were interest rates are fixed as of a certain date in the past, but the English expression for that would be retroactive.

I believe a mistake was made and the sentence should have been "the interest is fixed on arrears" = "Zinsen auf Rückstände sind fest", which is the only thing that makes possible sense to me in this instance.
