English term or phrase: underlying carrier
Context: telecommunications. An underlying carrier is a telecom company (often a large, established one such as, e.g., AT&T or Sprint) that leases transmission line capacity (copper or fiber) to other carriers who then, in turn, make this leased capacity available to their own customers.

What I’m looking for is the German terminus technicus for “underlying carrier” - if there is one.

The specific context is as follows: “[The company] will obtain dark-fiber capacity from an underlying carrier so that the transmission line itself does not fall into the area of responsibility of [the company]. [The company] will cooperate with underlying carrier to ensure that the transmission lines and the termination points at the end users are sufficiently protected by this carrier.”

German translation:der eigentliche Betreiber des Netzwerkes
Explanation:
that is what it is. In your example, AT&T owns and operates the network infrastructure, the other company is a bandwith reseller.

While this might not have been quite the "terminus technicus" I was looking for (and there just may not be one), your answer was clearly the best. For some reason, the term eigentlich never entered my addled little blonde brain, but it fits my context perfectly. Thank you very much. And thanks to all the others, too.

Explanation:

Explanation:
There are big telecommunication companies that provide infrastructure (Trägerfirmen) and small ones that just market the phone lines of the big ones without having any lines themselves

Netzbetreiber

Explanation:
underlying carrier need not be explained further. The carrier of the telecommunications signals can either be the signal itself (baseband or broadband) or the technical infrastructure. In the USA carrier ha become sysnonymous with the company offering the network services required.
Within your context "Netzbetreiber" makes the responsibilities amply clear.
