Absent further information, I'd simply use "gefüttert" for quarter lining; couldn't find anything along the lines of "gefüttertes Seietenteil/Fersenteil/Fersenfußbett". You might, however, investigate further to see if quarter lining correlates to Energieaufnahmevermögen im Fersenbereich - that would make some sense to my untrained mind...

As far as the half-bellows tongue goes, while it appears in a lot of English references, none of the German references go beyond "gepolsterte Zunge". I suspect the term half-bellows refers to the way the tongue is attached to the vamp.
