"Utility air .... is a supply contract but with all the added benefits of the x company service. Utility air is a 'pay for use' contract which guarantees air supply at a fixed rate. We take over the compressor plant, you pay for the air you consume. We do the maintenance and the management, leaving you free to run your business."

it seems it is a supply of the air that is used/needed
therefore I would coin the phrase "Gebrauchsluft"

Utility Air

Ich würde das nicht übersetzen, das ist ja im Prinzip ein Produktname: das Angebot, gegen Bezahlung eine bestimmte Menge Druckluft zu Liefern. Wenn dieses Produkt im deutschen Sprachraum einen anderen Markennahmen haben soll, könnte man sicher mehrere Namen vorschlagen, Nutzluft oder Verbrauchsluft, wie auch schon von anderen erwähnt, Druckluft nach Bedarf oder Druckluft auf Verlangen beschreibt es vielleicht besser, ist aber ein bisschen lang...
