English term or phrase: lifter type seat belt
This seat belt moves in a way different from usual seat
belts.
Its movement goes along with the car door open/close movement.
Basically this seat belt is always hooked, surrounding the person seated.
When door is opened, the end of the seat belt which is attached at the
door side moves along with the door, therefore the seat belt is released
and the person can move out of the car freely.
When the door is closed, the same end of the seat belt is lifted up and
it goes to the usual position on the upper side of the person. Therefore,
the person does not need to operate to fasten the seat belt.

Explanation:
Subaru has been using seatbelts of this type for quite a while now, at least in the vehicles they sell in the USA. You might be able to find some additional information on their website or the sites of their German-speaking dealers. Unless I'm very much mistaken, VW, too, has been using these belts in some of their vehicles, and you might find some info there, too.
