Network Level 3(NL3)
The cable network itself. Prior to implementation of the Telecommunications Act, a monopoly
by Deutsche Telekom for delivery was specified. For Deutsche Telekom, this level forms the part
of the network linking NL2 with the signal transmission point (UP) between the buried cable and
the premises of a building. There are more than 1,000 of them and each covers an area 20
kilometers in diameter, equivalent to from 100 to 200 households.

Network Level 4 (NL4)
This network is built and maintained by private cable TV firms independent from Deutsche
