agree  Mats Wiman: Yes and No: (Duden-Oxford:) "Beamte /'|/ der; adj. Dekl. official; (Staatsbeamte) permanent] civil servant;". All employees aren't Beamten.

disagree  Klaus Herrmann: Wer beim deutschen Konsulat arbeitet, ist nicht zwnagsläufig verbeamtet. (BTW, why do you indicate 100% confidence if you're not sure?

disagree  Steffen Walter: Mitarbeiter is sufficiently general while "Beamte" excludes "Angestellte". Try a Google search for these two terms to get an idea what the differences between Beamte and Angestellte are in the German system.
