Motion for papers (House of Lords)
In the House of Lords, the words "and to move for papers" are added to the subject for debate so the Member moving the motion has the right to reply to the debate.
Motions for papers are neutral motions and the opinion of the House is expressed in the speeches made in the debate rather than on a division (vote).
